Our policy impact

Policy impacts Our policy impact From tax proposals and international trade to our climate roadmap, Covid-19 funding, and diversity and inclusion, the ABI has made its voice heard over the past 12 months as it continues to champion the issues that matter most to members General Insurance Long-term Savings Health & Protection This year, we have welcomed significant changes, notably the introduction of the long-awaited whiplash reforms and go live of the new Official Injury Claim portal. We have also seen an additional 22m maintenance spend allocated to Defra as a direct result of the ABIs budget submission and JBA flood maintenance spend review, commissioned by the ABI and Flood Re. We have been working tirelessly across a broad waterfront of issues this year. Highlights include working closely with government in key areas of pensions dashboards, successfully lobbying for a more customer-focused outcome to the proposals for simpler annual benefit statements and supporting the government on its drafting of the Dormant Assets Bill. Following the successful launch of the ABIs Day One employer toolkit and online mental health training platform, this year, the team delivered research with Cambridge University and RAND Europe, alongside the 2021 review of the ABI Guide to Minimum Standards for Critical Illness Cover. Taxation Diversity & Inclusion Climate Change We have continued to lead the international response to the OECD/G20 two-pillar digital tax proposals, and are confident that we have successfully persuaded the OECD that regulated insurance companies can treat wholly owned funds as transparent, and not be subject to tax at the fund level under Pillar Two. We have made significant strides this year on progressing the ABIs Diversity & Inclusion agenda. Since launching the Making Flexible Work campaign and Charter in April, we have developed new content showcasing the benefits of job sharing, and hosted our second Diversity Summit. By all accounts, this year has been a critical turning point for addressing the global crisis posed by climate change, culminating in COP26 in November. We published our ambitious Climate Change Roadmap, delivered our first Climate Change Summit, and launched our brand-new sustainability hub, which hosts a range of content, including member case studies, videos and the ABIs Environmental Charter. Europe International Events After five years of lobbying by the ABI, the Motor Insurers Bureau, and other stakeholders, this year marked a key milestone, with the European Commission finally confirming that the UK would be able to rejoin the Green Card Free Circulation Zone. We have continued to underline to government the importance of India to ABI members and are particularly pleased to see the UK-India Economic and Financial Dialogue recognise two of the ABIs primary concerns. We have also fed in our key asks of the Department for International Trade and HM Treasury ahead of the governments trade negotiations with Canada. We are incredibly proud to have won Best Team of The Year at the ICE Awards and the silver award for Best Association Team at the Association Excellence Awards. These achievements are testament to all the hard work that has gone into the successful delivery of 40 events this year, including the ABI Annual Conference in a digital format. Prudential Regulation Conduct Regulation Covid-19 Support Fund This year, the team has submitted a series of comprehensive responses, including to HM Treasury Solvency II and Future Regulatory Framework Reviews, the PRAs Quantitative Impact Study, and the PRAs Phase 1 Solvency II Pillar 3 regulatory reporting consultation. We have also engaged with the Bank of England and secured a more proportionate approach to the Climate Biennial Exploratory Scenario exercise. We have helped secure a number of significant wins this year, including the extension to the PRIIPs RTS amendments, and the FCAs confirmed extension to the implementation period for the GI Pricing Practices. We have also engaged proactively with members and the FCA to shift the argument on advice and guidance from the advice boundary to working with the FCA to trial specific interventions. Thanks to the generosity of donors, the Covid-19 Support Fund raised more than 100m for charitable causes as the pressure placed on the charity sector and communities increased through the course of 2020. In 2021, we have seen the huge impact this funding has had on the ground for the work of more than 17 charity partners, positively impacting the lives of nearly half a million people throughout the UK. External Affairs The ongoing impact of Covid-19 has continued to dominate the work of the press and public affairs teams, with a myriad of issues, including managing reactive queries from government, parliamentarians, wider business stakeholders and the media, on topics from travel to trade credit and handling the sensitive messaging around the BI test case. Together, the teams have secured cut-through in the press and landed our arguments effectively with political stakeholders on the issues around Solvency II and our asks for the Future Regulatory Framework. We also successfully lobbied on a number of key tax issues ahead of the autumn Budget, including the implementation of IFRS17 and a further freeze in Insurance Premium Tax. Alongside this work, the teams have continued to engage with government and stakeholders on a broad range of other vital issues across GI, Long-Term Savings, and Health and Protection, proactively briefing journalists and MPs on key issues, and tackling daily media queries and broadcast requests to ensure our industrys voice is heard.
